To write plainly, use now, with this or by this instead of the legalistic hereby.
- Legalistic: The mayor hereby gives notice that the museum is opening on Tuesday.
- Plain: The mayor is now giving notice that the museum is opening on Tuesday.
- Plain: With this, the mayor gives notice that the museum is opening on Tuesday.
In many instances, the best solution is simply to omit the word hereby.
- Plain: The mayor gives notice that the museum is opening on Tuesday.
